Councillors - Saltford Parish Council

Responsibilities are carried out by the Councillors individually and collectively. All Councillors are available to listen to the concerns of residents. Saltford Parish Council has 11 Councillors. Following an uncontested election in 2023, 10 Councillors were elected and one Councillor was co-opted to the post-election vacancy at the May 2023 meeting.

Parish Councillors do not receive payment for being elected members and offer their time voluntarily for the benefit of the local community. The Chair receives a small honorarium in place of expenses (£300 p.a. in 2022/23). The Chair and Vice-Chair are elected at the Annual Parish Council meeting, held each May.

Parish Council staff – The Parish Clerk is SPC’s ‘Proper Officer’ and only employee. The Parish Clerk supports Councillors to carry out the Council’s responsibilities, and to administer the council’s business. The Parish Clerk holds a Certificate in Local Council Administration (CiLCA), which along with other criteria entitles SPC to hold the General Power of Competence. The Parish Clerk is also SPC’s Responsible Financial Officer (RFO) and has completed the Financial Introduction to Local Council Administration (FILCA) course. The Parish Clerk works part-time, hours and location vary.

Further to committees and working groups, annually in May SPC Councillors are selected to be ‘Link Members’ for external organisations. Link Members are contact points for each group, and where possible and relevant, Councillors may attend some meetings of the group. If a Councillor is not in attendance, information from these meetings can be shared by each group with their ‘Link Member’, which the Councillor can then share with the Council at SPC’s monthly meeting (‘Report from Link Members’ is a standing item on agendas).

Councillors also attend one-off meetings, events and relevant training sessions.

Complaints about SPC Councillors

Any complaints that a Parish Councillor may have breached Saltford Parish Council’s Code of Conduct should be sent direct to Bath & North East Somerset Council’s Standards Committee

B&NES Council’s Saltford Ward Councillors

Saltford Parish Council is independent of B&NES Council. Councillors from both councils aim to work together positively for the benefit of Saltford’s residents. SPC is fortunate in having a positive working relationship with its Ward Councillors, for the benefit of Saltford’s residents.

Saltford has two B&NES Council Ward Councillors:

Cllr Duncan Hounsell and Cllr Alison Streatfeild-James.

SPC welcomes B&NES Ward Cllrs to its Full Council meetings, and allocates a standing item on each SPC agenda under ‘Ward Cllrs Reports’. Copies of Saltford’s B&NES Ward Cllrs monthly reports are available on request directly from Saltford’s B&NES Ward Cllrs, and a short summary of points raised at the meeting are included in SPC’s minutes.
