B&NES Council TRO consultation 21-023a: Proposed 40mph speed limit scheme between Saltford and the Globe Roundabout - Saltford Parish Council

B&NES Council is proposing to reduce the existing 50mph speed limit to a 40mph speed limit, including on the following stretches of highway:

  • Between the Globe Roundabout and Saltford (A4 Bristol Road / Bath Road);
  • Between the Globe Roundabout and Corston (the A39 Wells Road, Corston); and
  • Pennyquick Hill/Whiteway Road, Bath.

This proposal is being funded through B&NES Council’s 2021/2022 Transport Improvement Programme.

The consultation opens on 2 December 2021 for 21 days (End date: 22 December 2021).

Why is B&NES Council consulting about a 40mph speed limit restriction?

In November 2020 (item 14) SPC resolved to ask B&NES Council to include in its TRO schedule for 2021/22 SPC’s request to reduce the speed limit from 50mph to 40mph on the A4 Bath Road into Saltford from the direction of Bath, on the section of road prior to where the 30mph limit begins. SPC made this request to B&NES Council to aid the reduction of speeding as vehicles enter the 30mph section of A4 Bath Road in Saltford.

Funding has since been secured to introduce a 40mph speed limit on the A4 Bristol Road (to and from Bath to Bristol), as well as the A39 Wells Road, Corston and Pennyquick Hill/Whiteway Road, Bath.

Due to the nature and characteristics of these roads, B&NES Council have deemed it appropriate to reduce the speed limit to provide a safer environment and to ensure continuity for traffic travelling these routes. B&NES Council also anticipate that the introduction of the proposed 40mph speed limit will encourage motorists to reduce their speeds when approaching the built-up areas where there are existing 30mph speed limits in force.

What is a Traffic Regulation Order and why is it required?

A Traffic Regulation Order, commonly referred to as a TRO, is the statutory legal document necessary to support any enforceable traffic or highway measure. A TRO is used for a range of different restrictions, including speed limits, such as in the case of TRO 21-023a.

TROs are needed for actions on the highway to ensure safety, local amenity and accessiblity. The implementation of a legal restriction ensures that the police, or more recently in the case of waiting and loading on the highway, B&NES Council, can enforce it. (Please note that Parish Councils have no enforcement responsibilities).

TROs require a statutory process to be followed. This includes public consultation, advertisement of the TRO, and finally making the order (if applicable).

Which roads are included in the proposal for TRO 21-023A?

The following information is on B&NES Council’s Notice of Intent:

A4 Bath Road / Bristol Road: From a point 172 meters south of its junction with The Glen, Saltford, to a point 45 metres east of its junction with Pennyquick.

A4 Bath Road/Bristol Road: From a point 172m south of its junction with The Glen, Saltford, to a point 305m east of the centre of the roundabout junction with Pennyquick and A39 Wells Road.

A39 Wells Road: From its junction with the A4 Bristol Road to a point 50 metres east of Corston Brook.

How can residents respond to TRO Consultation 21-023a?

The public consultation on the proposals opened on 2nd December 2021 for 21 days, end date for comments is 22nd December 2021. Information on how to respond can be found on the B&NES website here and as follows:

Residents will need to add their name and address to any comments submitted to B&NES Council.

What is Saltford Parish Council’s (SPC) view on the proposals?

Further to SPC’s resolution at its November 2020 meeting as mentioned above (under ‘Why is B&NES Council consulting about a 40mph speed limit restriction?’), Saltford Parish Council will discuss and agree its response to the TRO public consultation at its December meeting.

SPC’s December meeting will be held in the Avon Room at Saltford Hall on Tuesday 7 December, starting at 7:15pm. Members of the public are welcome to attend SPC’s monthly meetings. Members of the public can address the Council on their views regarding this TRO consultation (and/or any other item on the December agenda) during ‘Public Time’ (item 4). Please view SPC’s Public Engagement Guidelines for information about speaking at a Parish Council meeting. Members of the public are welcome to stay to hear the item being discussed by Councillors later in the meeting, and can leave the meeting at any time.

Please note that Saltford Parish Council will not pass on comments about the proposals made to it by residents to B&NES Council. If residents wish to make their views known to B&NES Council about the proposals, comments and any other responses must be sent directly by residents to B&NES Council as detailed above under ‘How can residents respond to TRO consultation 21-023a?’.

Following the December meeting, SPC will publish its draft minutes about a week after the meeting takes place. The minutes will be formally approved at its 4th  January 2022 meeting. SPC is also likely to publicise its response to TRO consultation 21-023a on its website under ‘News’, its social media (Facebook and Twitter), and via its other communication channels.

SPC will continue to raise the profile of this consultation to the awareness of Saltford’s residents.
