Planned infrastructure improvement works in Keynsham, part of the West of England Local Cycling and Walking Infrastructure Plan (Connecting Walking and Infrastructure Scheme AKA ‘CWIS’), are due to take place from early August.
Works will start from the entrance to the Memorial Park on Bath Hill (Keynsham) and finish opposite the Wellsway Sport Centre entrance on Bath Road (the B3115). See green line on map below.
Although these works are taking place in Keynsham rather than Saltford, Saltford Parish Council recognises that many residents regularly travel between Saltford and Keynsham town centre, including journeys to IKB Academy and Wellsway School. The Parish Council therefore wishes to make residents aware of these upcoming works and the impact they may have on local journeys.

Curo has sent SPC a copy of a letter (JPEG here) to residents from Galtec, who have been contracted to carry out the new works in Keynsham, which is due to go out on 22 July.
The letter is addressed to residents in the vicinity of the B3116 and Broadmead Roundabout and states that residents are advised that Bath & North East Somerset Council (B&NES Council) is planning infrastructure improvements along the B3116 and Broadmead Roundabout area in Keynsham as part of the West of England Local Cycling and Walking Infrastructure Plan.
The project will deliver a new shared pedestrian and cycle route, improving access to local amenities and providing a safer connection between Keynsham town centre and the A4 for people walking and cycling.
Subject to final scheduling by B&NES Council, works are expected to begin in the first week of August and will be carried out in sections, starting near the entrance to Memorial Park on Bath Hill and continuing to Bath Road (B3115), opposite the Wellsway Sports Centre entrance.
To help minimise disruption:
- • Traffic management measures will generally operate between 9.30am and 3pm during school term time, with extended hours during school holidays.
- • Depending on the location of works, either two-way or three-way temporary traffic controls will be in place.
- • Road resurfacing will take place during the evening where possible to reduce daytime disruption.
- • Temporary pedestrian crossing points will be provided to maintain safe access.
Access to residential driveways and business premises will be maintained throughout the project.
The works are expected to take approximately eight months to complete, subject to further approval by B&NES Council.
Residents have been thanked for their patience and cooperation while these improvements are carried out.

What is WECA’s ‘Local cycling and walking infrastructure plan’?
Information about WECA’s CWIS can be found on the West of England Combined Authority page titled ‘Local cycling and walking infrastructure plan‘. This page states: Working with Bath & North East Somerset, Bristol, North Somerset and South Gloucestershire councils, we’re aiming to provide high quality infrastructure to ensure the West of England is a region where cycling and walking are the preferred choice for shorter trips. B&NES Council is the Highways Authority for the Saltford / Keynsham area (not SPC or Keynsham TC).
Download WECA’s Cycling and walking infrastructure plan (2021), and visit p.89 for the Keynsham section (pictured). The upcoming scheme includes 6, 7 and 8 on the map (in purple), with 9 (also in purple) marking the recent works adjacent to the A4 between Keynsham and Saltford which are due to end 31 July.

These CWIS (Connecting Walking and Infrastructure Scheme) works follow similar on the shared path adjacent to the A4 between Saltford and Keynsham, as carried out by Galtec as part of the Curo development in Keynsham. WECA has recently stated with regards to these works: Following planning approval for a Curo homes development, which required improved walking and cycling access to 208 new homes, approximately 1km of active travel path on the A4 between Pixash Lane and Grange Rd in Saltford will no longer form part of our scheme. Has SPC inputted into local WECA schemes?
Further to information made publicly available by WECA (as linked above), Saltford Parish Council (SPC) was not directly informed or made aware of any details (including scheduling) by WECA of the local elements of the Connecting Walking and Cycling Infrastructure Scheme (CWIS). This applies to the above works and those adjacent to the A4 in Keynsham and Saltford that commenced September 2025.
SPC is grateful for the communications received from Curo with regards to both the upcoming Keynsham (Bath Hill / B3115) section and the recent A4 section between Saltford / Keynsham. Once made aware of both projects shortly before planned works were due to begin, SPC has sought to share information with residents to raise awareness of forthcoming works.
SPC generally responds to consultations carried out by the West of England Combined Authority (WECA) if they related to the Saltford area, provided it is notified of those consultations.
When resolving a view to a WECA consultation, residents are welcome to attend Parish Council meetings and raise their views to the attention of the Parish Council before SPC resolves and submits its view to WECA. WECA is the decision making authority (not SPC), and is responsible for strategic transport in the region. SPC also aims to publicise relevant WECA consultations so that residents have the opportunity to submit their own responses directly to WECA.

Will SPC be updating this page as these Keynsham CWIS works progress?
Unlike our ‘CURO Works on A4 Bath Road (Keynsham) – Starts 8 Sept 2025 for 35 weeks‘ these works are entirely in Keynsham, so SPC will not be looking to update this page.
Please look to other communications from other authorities and companies rather than SPC (we need to focus on our own area!)
