Update 20 November 2025: SPC welcomes confirmation of speed limit reduction on ‘the lanes’
Saltford Parish Council is delighted to confirm that, following our request in Sept 2023, B&NES Council has agreed to introduce a 20 mph speed limit on the rural lanes between Saltford and Keynsham (Manor Road and Courtenay Road).
This change will make these lanes safer for walkers, cyclists, horse riders, and all road users while preserving the rural character of the area. It comes into operation on 29 December 2025.

B&NES Council informed SPC of the consultation outcome today along with a copy of the Final Notice, which can also be viewed at some B&NES Council One Stop Shops including Keynsham Civic Centre,
Market Walk, Keynsham (during normal office hours).

Update 8 October 2025: Saltford Parish Council supports 20mph speed limit proposal for Manor Road and Courtenay Road
Saltford Parish Council (SPC) has confirmed its support for Traffic Regulation Order (TRO) consultation 25-044, which proposes introducing a 20mph speed limit on Manor Road and Courtenay Road in the Keynsham / Saltford area.
Residents are able to submit their views to B&NES Council via their online portal at https://consultation.appyway.com/bath-and-north-east-somerset/moving-order/64046e1a-acfd-4064-80f8-c036805a56fd . The consultation ends on 23 October 2025.
Background
SPC had previously requested that B&NES Council introduce a TRO to reduce the speed limit at this location, as resolved under Item 15 (September 2023) and following earlier resolutions under Item 12 (April 2023) and Item 15 (June 2023) at its Full Council meetings.
At the time, SPC also engaged with Keynsham Town Council on this matter and welcomed their support, including their own TRO request to B&NES Council in 2023.
Saltford Parish Council thanks B&NES Council for progressing this request and, at its October 2025 meeting, formally resolved to SUPPORT the proposal for TRO consultation 25-044.

B&NES Council has launched a consultation on a proposed Traffic Regulation Order (TRO 25-044) to introduce a 20mph speed limit on Manor Road and Courtenay Road, covering sections of the highway between Saltford and Keynsham.
The B&NES Council notice for TRO 25-044 states that under the provisions of the Road Traffic Regulation Act 1984, B&NES Council proposes to prohibit driving at speeds exceeding 20 miles per hour on the specified sections of Manor Road and Courtenay Road. This proposed change follows ongoing efforts by both Saltford Parish Council (SPC) and Keynsham Town Council (KTC) to improve road safety in this area, and it’s enjoyment by the many walkers, cyclists, horse riders and other ‘active travellers’ who use the lanes.

Background
In April, June and September 2023, Saltford Parish Council discussed and passed formal resolutions that led to SPC to request a reduced speed limit on these roads, referred to locally as ‘the lanes’ between Saltford and Keynsham.
This was supported by on-site discussions between SPC representatives and KTC councillors in a meeting set up by SPC in July 2023, in respect of the fact that ‘the lanes’ cross Saltford’s parish boundary into Keynsham. KTC subsequently resolved the same request for a reduction in limit, and contacted B&NES Council directly.
At the time, it was noted that should B&NES Council agree to consider this joint request, any Traffic Regulation Order would be subject to public consultation – and that consultation is now live.

The public consultation on TRO 25-044 is being run by B&NES Council and is open until 23 October 2025.

SPC to resolve its view on TRO 25-044 at October meeting
Saltford Parish Council will discuss and agree its formal response to the consultation at its 7 October 2025 meeting. Residents are welcome to attend and share their views prior to the Parish Council resolving its view to to the TRO consultation.
