Invitation for quotes: Norman Road phone box restoration project (Phase 1) - Saltford Parish Council

Saltford Parish Council holds as an asset on behalf of the Saltford community the ex-BT phone box on the junction of Norman Road and A4 Bath Road.

Similarly to works carried out on its phone box at The Bird in Hand pub in 2021, SPC is looking to restore the ex-BT phone box on Norman Road back to its original condition.

(Following this, as part of Phase 2 of the project, the ex-BT phone box will be re-purposed as a defibrillator station. More information in our ‘Plans for new defibrillator in Saltford‘ article. This aspect of the project is beyond the scope of the quote being sought).

Further to the funds assigned for parts / electrician / glazier / sandblasting costs etc (c.£1,725, as detailed on the specification below), SPC is seeking quotes for an individual or company to manage the project, including managing any required subcontracting, and carry out the tasks as outlined in the specification detailed below.

It is expected that the works will commence in February 2022 and take about three months to complete, with the project concluding by the end of April 2022.

If you are able to provide a quote to carry out the specification as resolved by SPC at its December meeting, please email a quote to clerk@saltfordparishcouncil.gov.uk by midnight on Monday 17th January 2022.

Alongside the provision of a quote, any information you can provide with regards to experience with similar works would be gratefully received. All quotes and any additional information will be considered by Saltford Parish Council at its 1 February 2022 meeting.

Confirmation of appropriate public liability insurance will need to be held by any potential contractor, this forms part of the criteria for selection of a contractor by Saltford Parish Council

All works will need to be carried out in line with SPC’s Health and Safety Policy

Specification for the restoration of the phone box (Norman Road)

Responsibility for all Health and Safety aspects of the project, including provision and adherence to any risk assessments required, in line with SPC’s Health and Safety Policy.

In undertaking the project, to agree to the contents of the Notice to Contractors (copy below) and to provide any subcontractors with SPC’s Health and Safety Policy, and ensure that any subcontractors adhere to the Notice of Contractors.

To ensure the competence and quality of work of any subcontractors.

Remove all parts to prepare kiosk for soda blasting including glass, internal fittings, wooden door surround. To store all parts for later use.

Disconnect and make safe electricity supply

Break up concrete floor to gain access to anchor bolts

Lift box from base and arrange transport to Keynsham for soda blasting and powder coating.

Have concrete base prepared for return inc electricity supply

Arrange purchase and accept delivery of new hardwood door surround

Collect kiosk from Keynsham (Keynsham Industrial Coatings) and reinstate on its new base

Refit door and self closer plus cast iron door insert

Arrange new glass and installation to be fitted by glazier.

Arrange electrician to install lighting and supply for defibrillator

Arrange new ’TELEPHONE’ panels and ‘DEFIBRILLATOR’ SIGNS and their installation

To agree in advance with SPC the purchase cost of – and following this arrange, order, receive to own address / collect to own address (where relevant) the following:

  • New hardwood door surround (estimated £300)
  • Sandblasting (estimated £500+VAT),
  • Paint, screws, hinges and other misc parts (estimated £220)
  • Glazing kit for K6 – £215
  • Electrician (£200 estimated)
  • Glazier (£200 estimated)
  • ‘Telephone’ and ‘Defibrillator’ signs (£80 For 4)
  • Phone box transport costs to/from Keynsham (£TBC)
  • Total parts: c. £1715+VAT (plus transport costs to/from Keynsham)

To arrange invoices for the above purchases to be sent to Saltford Parish Council unless otherwise agreed.

Any travel costs incurred will need to be included in the quote.

Any use of tools or tool hire will need to be included in the quote.

Any storage costs for items will need to be included in the quote.

NOTICE TO CONTRACTORS

For Saltford Parish Council to comply with Health and Safety Legislation, all outside contractors employed to do work on Council Premises or for the Council are to be made aware of the expected requirements related to health and safety. A contractor accepting a contract from the Council shall be deemed to have agreed to comply with the following requirements:-

  • As a contractor, you will supply and ensure that your employees wear and use protective equipment or anything provided in the interest of health, safety or welfare of any of the relevant statutory provisions.
  • You and your employees will ensure that all equipment, plant machinery and apparatus brought onto or used on the Council premises are safe and without risk to health, and are maintained to a standard that will not constitute an offence under the Health and Safety Act or any of the relevant statutory provisions.
  • You and your employees will conform, in all respects, to your legal duties and responsibilities as laid down by the Health and Safety at Work Act 1974, and relevant statutory provisions.
  • The Council will retain the right to stop any operation, plant or equipment, or the action of any of your employees if it is considered that there is a hazard to the safety and health of employees or others. The Council will not accept any responsibility for any increased costs arising out of such action.
  • In the event of the Council taking this action, your site representative will be notified verbally and will have confirmation in writing by the Council’s representative to order such a stoppage.
  • The Council will be indemnified by you or your insurers in respect of any claims, costs or expenses arising out of any incidents on Council premises or any other locations such as St. Mary’s Churchyard, the Allotment sites, involving you or your employees.
  • The Council may notify an inspector, appointed under the Authority of the Act, of any breach of the Regulations.
