Overnight A4 resurfacing works: 6 May 2025 for two weeks (Uplands Road, Saltford, to Globe Roundabout) - Saltford Parish Council

Saltford Parish Council has been informed by B&NES Council (the Highways Authority), that the A4 Bath / Bristol Road from Uplands Road, Saltford, to the Globe Roundabout will be resurfaced during May 2025.

Information is now on display on the Highway, look out for signs and information, including Parking Suspension notices for public awareness (as pictured below).

The following information is taken from the notice below: Restricted vehicle access for residents’ private frontages within the road closures will be maintained whenever possible and when it is safe and as site operations allow. Access will be controlled by Traffic Marshalls. Please view the full notice for details.

Works will commence on Tuesday 6 May and are expected to take approximately two weeks, with a road closure in place 8pm-7am. Traffic Marshalls will be on-site during the works.

At SPC’s March meeting, B&NES Council Ward Cllr Duncan Hounsell – who had attended the B&NES Cabinet budget meeting – shared that these major resurfacing and reconstruction works by B&NES Council will be at a cost of £755,000. He stated that 19, 630 square metres of road surface would be improved.

The B&NES Council letter and map (downloadable versions here and here, and as shown in this article), will be sent by the B&NES Council Highway Maintenance Team to residents and businesses along the A4 closure extents, to inform them of these forthcoming overnight resurfacing works in May.

The letter contains information about the need for residents to make their own arrangements to find alternative parking (including disabled parking spaces). Restricted access for residents with driveways onto the A4 where works will be taking place will be maintained where possible and safe to do so, though there may be times where access will not be possible.

B&NES Council’s letter is as follows:

NOTICE OF RESURFACING WORKS AT: A4 BATH & BRISTOL ROAD, SALTFORD

Resurfacing works will take place at the above location(s) from Tuesday 6th May and are
expected to take up to 2 weeks to complete, depending on the weather. Work will be carried
out under a road closure between 8pm and 7am.

Vehicles parked within the closure may be removed so as not to delay works. The road will be
re-opened to traffic at the end of each shift. Residents will need to make their own
arrangements to find alternative parking. Unfortunately, this also applies to disabled parking
spaces within the area of work, we apologise for any inconvenience this may cause.
Diversion routes will be in place for local traffic and advance notices positioned along the route
to warn drivers of the road closure (see map over for the work extents).

We always try to complete works as quickly as possible, but please be aware the time frame
given is a guide and that poor weather or good progress on site may mean the timings can
change.

Restricted vehicle access for residents’ private frontages within the road closures will be
maintained whenever possible and when it is safe and as site operations allow. Access will be
controlled by Traffic Marshalls, who’ll also give advice on likely access windows as the works
progress. Unfortunately, there will be times when access will not be possible, so please be
prepared for delays, disruption and make alternative arrangements before these works start.
Please consider providing advance warning to any deliveries or visitors you may expect during
this period and suggest they find parking as there will be no access of the site while the closure
is in place.

Just so you know:

  • 1. Emergency services will always be given access when responding to an emergency.
  • 2. Bus operators have been informed and will be re-routing services if needed.
  • 3. We are working with our Waste Service Team to try and ensure collections are not
    disrupted, although regrettably there will be occasions when this is not possible.

    Bath and North East Somerset Council are working in partnership with our Contractor VolkerHighways, to maintain our highway network.

17 April 2025: B&NES Council press release ‘Annual resurfacing programme underway’

Saltford Parish Council received the following press release from B&NES Council in April, which relates to the information shared in the article above:

Work to resurface 125,000m2 of highway across Bath and North East Somerset has begun.

B&NES council has started its annual highway resurfacing programme for 2025-26 which will see 27 schemes completed this year. The full programme can be seen on the B&NES council’s website: https://www.bathnes.gov.uk/find-planned-street-works

B&NES council has increased its investment into highway maintenance and is spending almost £10million in 2025/26, that’s £760,000 more than last year and £1.1million more than in 2023-24. Almost £5.1million will be spent resurfacing highways, with the remaining money going towards improvements to highway structures, street lighting, drainage and pedestrian footways. The council is spending £1.2million on footways this year, almost double what it spent in 2023-24 and £100,000 more than it did last year.

The programme should be completed by October, before colder and wetter weather makes resurfacing works more difficult. Works will be carried out by council contractor VolkerHighways.

Surveys and inspections carried out by B&NES council’s highways team, along with reports made by residents through FixMyStreet, help identify and prioritise highways that need to be resurfaced and help form the programme each year.

Issues with highways and footways can be reported online via FixMyStreet, with reports by residents helping the council assess and repair hundreds of potholes each month, with a total of 6,341 potholes repaired in 2024.

As works take place the council will minimise disruption to the local traffic network where possible by avoiding working on key routes at peak times of year, working overnight when required, notifying residents before work beings in their area and placing advanced warning signs at each site. B&NES council will be implementing Section 58 restrictions to each of the newly resurfaced roads which, under the New Roads and Street Works Act 1991, gives them greater control on protecting a road from any planned street works following any major surfacing works for a period of up to three years. Should works be required, the council can decide if it is in the best interest of stakeholders to allow the works and determine the most suitable reinstatement afterwards. Last year’s resurfacing programme saw the council complete 25 schemes, with almost 15km of highway resurfaced including Englishcombe Lane in Southdown, Combe Park in Weston and Chilcompton Road in Midsomer Norton. Footways across Bath & North East Somerset were also improved with 22 schemes completed.
