At its July 2025 meeting, Saltford Parish Council resolved to SUPPORT the proposals as detailed for Saltford in the consultation for TRO 25-027. SPC has submitted the following response to B&NES Council:
Saltford Parish Council welcomes the opportunity to respond to the consultation on TRO 25-027, specifically:
- Plan 5: Proposed ‘No Parking at Any Time’ at the junction of Claverton Road and Claverton Road West
- Plan 6: Proposed ‘No Parking at Any Time’ at the junction of Manor Road and Golf Club Lane
The Parish Council SUPPORTS both proposals as shown on Plan 5 and Plan 6 for safety and visibility reasons, particularly in relation to the movement of children and young families accessing the nearby primary school site and adjacent childcare business during peak times. The measures are also seen as supportive of active travel to and from these locations.
Saltford Parish Council requested the implementation of double yellow lines at both junctions in April 2024 (updated June 2024), and as such welcomes its request being addressed through this B&NES Council TRO consultation.

(25-027) (VARIOUS ROADS, KEYNSHAM AND SALTFORD) (PROHIBITION OF STOPPING, WAITING, LOADING AND PARKING PLACES) ORDER 202-
B&NES Council’s Traffic Regulation Order (TRO) public consultation on TRO 25-027 opened on 26 June and will end on 17 July. The TRO covers prohibition of stopping, waiting, loading and parking places in Keynsham and Saltford.

Why is B&NES Council consulting on double yellow lines in Saltford?
Traffic Regulation Orders are the statutory legal document necessary to support any enforceable traffic or highway measure. Further information can be found on B&NES Council’s page ‘How we make and use Traffic Regulation Orders (TROs)‘.
Included in the current TRO consultation are two areas in Saltford with proposals to introduce ‘No parking at any time’ AKA double yellow lines (DYLs). DYLs can only be introduced via the Traffic Regulation Order process, which must include public consultation. B&NES Council holds a TRO consultation on various roads in Saltford and Keynsham approximately every 12 months.
In spring 2024, Saltford Parish Council resolved to request B&NES Council consider introducing DYLs at these locations at its April 2024 meeting (Item 13) and as adapted at its June 2024 meeting (Item 16). Please view SPC’s minutes for details. Residents were welcome to attend and address the Council on these items prior to the Parish Council resolving its view to make these requests to B&NES Council.
Where in Saltford are Double Yellow Lines being consulted on?

The two locations in Saltford included in the TRO consultation are the junction of Claverton Road and Claverton Road West, and the junction of Manor Road with Golf Club Lane (as shown marked in red in the document on the B&NES Council website).

Plan 5 – Claverton Road / Claverton Road West, Saltford:
On the ‘Report 3 – Approval to publicly advertise TRO 25-027.pdf’ document, Plan 5 shows proposals for Claverton Road / Claverton Road West, Saltford – for ‘No Parking At Any Time’ restrictions (aka Double Yellow Lines).
These were requested by Saltford Parish Council to B&NES Council (the Highways Authority) to prevent obstruction of the highway (e.g. parking) and to improve visibility splays at the junction, especially in consideration of young families and children who walk, ride and scoot to the primary school and childcare facilities via Claverton Road and via Anson Close, who look to cross at this junction.

Plan 6 – Manor Road / Golf Club Lane, Saltford:
Plan 6 on the ‘Report 3 – Approval to publicly advertise TRO 25-027.pdf’ document shows proposals for the junction at Manor Road / Golf Club Lane, Saltford for ‘No Parking At Any Time’ restrictions (again, for Double Yellow Lines).
Similarly to above, these were requested by Saltford Parish Council to prevent obstruction of the highway (e.g. parking) and improve visibility splays at the junction.
SPC was originally approached by a resident to request double yellow lines at this location in the interests of children’s safety when walking to and from school, as this junction is a popular crossing point for children coming from the Uplands Road / Uplands Drive, Rodney Road and Tyning Road areas of the village.

The Notice of Intent lists locations included in the TRO consultation as follows:
- Introduce No Parking At Any Time in lengths of Ashmead Road, Sherwood Road, St Anne’s Avenue, St George’s Road, Lays Drive, Charlton Road, A4 Bath Road, Broadmead Lane, Chandag Road, Wellsway, Highfield Road, Gaston Avenue, Unity Road, Gainsborough Road, Coronation Avenue, Bath Road, Kenilworth Close, Warwick Road, Tenby Road, Queens Road, Keynsham and Claverton Road, Claverton Road West, Manor Road and Golf Club Lane, Saltford.
- Introduce a Vendors Only parking bay in lengths of Ashmead Road, Keynsham.
- Remove a section of No Parking At Any Time in lengths of Dunster Road and Ashmead Road, Keynsham.
- Introduce No Parking Between Monday – Saturday, 8am – 6pm in lengths of Back Lane, Keynsham.
- Introduce No Parking / No Loading At Any Time in lengths of Temple Street and Rock Road, Keynsham.

Saltford PC to resolve view at its July 2025 meeting
Saltford Parish Council will discuss and resolve its view on TRO 25-027 at its July 2025 meeting. The agenda will be issued on Thursday 26 June, and the meeting will take place on Tuesday 1 July 2025.
SPC’s Full Council meetings are held in public. Residents are welcome to attend and speak about TRO 25-027 during ‘Public Time’, and to stay and listen to the Parish Council’s discussion and decision about the TRO consultation.
